The Port continues to comply, so far as is reasonably practicable, with the Port Marine Safety Code which is a national standard that applies to all harbour authorities. The principle requirements of the Code directs ports to conduct risk assessments, implement a formal safety management system, employ properly qualified marine personnel and ensure that sufficient powers and resources are provided to manage the harbour safely.

Milford Docks is a Statutory Harbour Authority (SHA) by virtue of the ‘Milford Docks Acts 1874 to 1981. Milford Haven Port Authority (MHPA) as the owner and operator of Milford Docks, has appointed an independent Designated Person to monitor compliance with the requirements of the Port Marine Safety Code. The Designated Person for Milford Docks is:

All port and harbour users, including Harbour Authority staff have direct access to the Designated Person. Concerns regarding marine safety in the port or harbour, in the first instance, should be raised with the Milford Docks and Marina Dockmaster (David Lockwood), Manager or Deputy Dock Masters (Melanie Durney and Neal Hotchkiss) (or for Authority staff - with your direct line manager).

The Designated Person and the Maritime Team at ABPmer:

• have detailed knowledge of the Port Marine Safety Code, the Guide to Good Practice for Port Marine Operations and accompanying Competency Standards;
• provide independent assurance to the Duty Holder that the marine safety management system required by the Port Marine Safety Code is working effectively; and
• at regular intervals, audit the Harbour Authority’s compliance with the Code.

The Designated Person has direct access to the Duty Holder whenever this is deemed necessary.

Our Port Integrated Management System (PIMS) sets out the roles and responsibilities of key staff, and outlines management procedures and work instructions designed to standardise tasks and reduce risk and drive continual improvement and excellence of our safety performance. It is internally and externally audited.

We also use an Assurance Framework for the management of risk. Concerns and incidents can be reported using an Event Report form, which formally enter the Assurance Framework. Once submitted there is a process for dealing and responding to such matters.

As well as other port-led safety initiatives and requirements, Milford Fish Docks has the following safety measures in place:

• Fixed safety ladders every 50m
• Life buoys every 50m
• Fully trained first aiders
• Operatives trained in man overboard recovery

In addition, Milford Fish Docks is manned 24 hours a day, 7 days a week. Weather forecasts are displayed on the noticeboard outside our office, along with Notices to Mariners.

We encourage all fishermen and owners of commercial fishing vessels to keep up-to-date with the latest industry information and guidance to ensure the safety of crews at all times, including the following:

We aim to provide users of Milford Fish Docks with efficient, effective and sustainable waste management facilities and therefore have a comprehensive Waste Management Plan in place.

Fishing For Litter is a European initiative aimed at encouraging the collection and shore-side disposal of fishing industry related debris which is encountered during fishing operations at sea.
